When Traveling to Cyprus, Many People Wonder: Can You Drive with a Foreign License? Different rules apply depending on your country of origin, the type of license, length of stay, and purpose of your visit. Let’s clarify when you can drive with a national license and when an international license or a Cypriot license is required.

Can You Drive in Cyprus with a Foreign License?

In Cyprus, you are allowed to drive with a foreign driver’s license if it meets international standards. Tourists and temporary residents can rent and drive a car without restrictions, provided they present a valid license issued in accordance with the Convention on Road Traffic.

For citizens of Ukraine, most EU countries, and participants of the 1968 Vienna Convention, a national license is sufficient — it is recognized on par with a Cypriot license. However, there are some nuances for Russian licenses: despite their formal recognition, many rental companies also require an International Driving Permit (IDP). This is due to differences in format and translation, especially with older-style licenses.

International and National Driver’s Licenses

If your national license is issued in Latin letters and includes basic information — surname, first name, date of birth, validity period, and vehicle categories — it is usually accepted without problems. Ukrainian driver’s licenses of the new format fully meet these criteria and are recognized by rental agencies in Cyprus.

Russian licenses are also considered valid, but there can be some complications. Some companies, especially when booking through international platforms, require an International Driving Permit (IDP) in addition. This mainly applies to older-style licenses or documents without an English-language translation.

It is important to understand: an IDP is only valid when presented together with the national license. It does not replace your domestic license but serves as its official translation. Therefore, when traveling to Cyprus, it is recommended to carry both documents, especially if you plan to rent a car.

When You Need to Exchange Your License for a Cypriot One

Upon obtaining resident status in Cyprus, foreign nationals are required to exchange their driver’s license for a local one within six months of official registration. This rule applies to all foreigners, including citizens of Ukraine, Russia, Belarus, and other countries.

The exchange procedure is fairly straightforward. In most cases, you do not need to take a theoretical or practical exam — a valid national license is sufficient. You need to submit an application to the Department of Road Transport, provide a medical certificate, passport, residence permit, and the original and copies of your driver’s license.

However, if the national license does not meet EU standards — for example, it lacks Latin letters or was issued in a country that has not ratified the Vienna/Geneva Conventions — additional documents or testing may be required.

Fines and Risks for Traffic Violations

Cyprus strictly enforces traffic rules. Driving without a valid or recognized driver’s license can result in a fine of €200, and in some cases may lead to an administrative investigation and vehicle confiscation.

Fines may also apply if the driver cannot present the original license or only shows an international driving permit without the national license. In the event of an accident, having the correct documents affects insurance payouts.
