The official permanent residency program establishes a threshold of €300,000 plus VAT for new residential property.
Real Estate Purchase
For the residential category, a house or apartment must be purchased from a developer as part of a first sale. The agreement must be registered with the Department of Lands and Surveys, and the confirmed amount paid must be at least €300,000 excluding VAT.
The investment capital must come from abroad and cannot be the result of domestic Cypriot borrowing.

Investment in a Company
For investment-based permanent residency, a minimum of €300,000 may be invested in the capital of a new or existing Cypriot company. The company must genuinely operate on the island, have a physical presence, and employ at least five people.
Separately, an entrepreneur may establish a Cypriot company that meets the criteria for a Company with Foreign Interests and work for it. To use the reduced naturalization route, merely owning a business is not sufficient. The applicant must genuinely qualify as a highly skilled employee:
- receive a gross salary of at least €2,500 per month;
- have a university degree or at least two years of documented professional experience;
- work for a company that meets the criteria established by the government;
- complete the required period of highly skilled employment before submitting the application.
The official M127 document checklist states that this category requires at least two years of employment in a qualifying company before submitting the application. Therefore, an owner can use this route only if the company has genuine business activity and the applicant has actual employment, rather than merely formal employment.
Investment Funds
A minimum of €300,000 may be invested in units of an AIF, AIFLNP, or RAIF. The fund investment must remain in the Republic of Cyprus. Selling the asset without immediately replacing it with a qualifying investment may result in the termination of permanent residency.
How to Obtain Cypriot Citizenship Through Naturalization
Naturalization remains a separate stage regardless of whether the applicant obtained permanent residency through real estate, a company, or an investment fund. Capital does not replace the residence requirement.
Residence Period Requirements
Under the standard procedure, the applicant must have seven years of lawful residence during the period prescribed by law and must additionally have lived continuously in Cyprus for 12 months immediately before submitting the application. During this final period, total absences of no more than 90 days are permitted.
A reduced procedure applies to highly skilled employees. With A2-level Greek, four years of previous residence plus the final 12 months are taken into account; with B1, three years plus 12 months. In practice, this means approximately five and four years respectively.

Greek Language Requirement
The language criterion directly affects the reduced route. A2 allows the applicant to use a four-year previous residence period, while B1 allows a three-year period.
Standard naturalization also requires proof of sufficient knowledge of Greek in accordance with the applicable rules.
Examination on the Political and Social Life of Cyprus
A separate requirement is proof of knowledge of the modern political and social realities of the Republic of Cyprus. A score of at least 60% is required for the result to be recognized.
Residence Requirement in Cyprus
The Ministry of Interior assesses not only the calendar number of years. For naturalization, the following are important:
- lawful and continuous residence;
- the applicant’s good character;
- suitable accommodation;
- stable and regular financial resources;
- the intention to continue living in the Republic of Cyprus.
Having investment-based permanent residency without actual residence does not allow citizenship to be obtained solely on the basis of the elapsed calendar period.
